EurOMo assesses risks to transparency in media ownership and control in all EU countries. High scores/bars indicate high risk.
The assessment is based on indicators in each dimension of the monitor. Based on the data collected for the database of media owners, indicators are scored at the outlet level, aggregated into a country score according to weights of each media sector, and averaged for each dimension. The ‘OVERALL’ tab displays the average across dimensions. The other tabs cover the specific dimensions and also allow the selection of individual indicators, which include a textual justification for each country’s score.
The 2025 risk assessment builds on the learnings of the pilot version (2022-2023) but contains considerable changes and is therefore not comparable. For more details, read the methodology.
